Legislative branch has two houses. The first one is the House of Representatives and the second one is the Senate. This was brought about by the Great Compromise of 1787. After every two years the member of the lower chamber are elected. In this case the number of representatives in each state is however determined by the population level but each state is guaranteed to have at least one representative regardless of its population size. The Senate which is the upper chamber have its members elected every six years. The state population cannot change this.
Another one is lawmaking process. There tend to be a legal process of drafting new laws and begins when a member of Congress introduces a bill. A bill is defined as a law that is proposed either by someone in the House of Representatives or by the Senate. Upon introduction of this bill it then goes to a committee for consideration which is comprised of experts on specific subjects. This bill can either be rejected or approved. Rejecting it means it will not go further. The members of the Congress debate and vote on it after approval. It then goes to the President. In here the President can either sign the bill into law or veto it which failure to such options within three days, the bill now becomes law automatically.
Filibuster. This tends to be a legislative tactic used by lawmakers to delay or prevent drafting new laws. Senators delay the voting of a bill by speaking about it for more time. This is operational as the Senate rules speaks clearly about it. Although there are considerable debates about reforming or removing filibuster it’s unlikely that it will change in the future.
Next is conference committees. The differences between the House as well as the Senate are resolved by the conference committee. Passing different versions of a bill by the House and the Senate calls for the conference committee to discuss the differences. The committee therefore makes significant changes to the bill or negotiates new provisions. Completion of the new bill version it’s then voted for and goes to the President.
Presidential veto. Although presidents are very powerful they however do not have the ability to make new laws without working with the Congress. It’s after the Congress passes a bill that it gives the President a period of ten days to sign, veto or ignore it.
